The battery’s outer plastic wrapper is the only thing preventing metal from touching things it shouldn’t. If the wrapper is torn it is potentially dangerous. You need to replace the wrapper or recycle the battery.

Coins and keys, to name two examples. These could cause a short circuit by touching a battery’s positive and negative poles simultaneously.
